Communication strategy needed for Constitution

The European Union has agreed on a draft Constitution. The next step is to ratify it, for which purpose all the aims and issues need to be properly explained. Members of Parliament's Constitutional Affairs Committee had a discussion on this subject on 2 September 2004 with Council President-in-Office Bernard Bot, the Dutch Foreign Minister. The two main questions were: should the timetable for ratification by the various Member States be coordinated and what kind of communication strategy is needed?
