The European Commission adopted on the 11 March 2003 a new Communication on Innovation Policy, focusing on “entrepreneurial innovation”. Innovation is also a key part of the Lisbon Strategy and was to be discussed in the Spring European Council, Brussels, 21 March 2003. This Communication sets out concrete proposals on how to turn Europe's diversity into a strength in terms of innovation, the sector-specific dimension of innovation policy, and its interaction with many other policy areas. The title of the Communication is: 'Innovation policy: updating the Union's approach in the context of the Lisbon Strategy'.
