Summary: On 12 December 2018 the European Commission presented a communication regarding Regulation (EU) 2018/644 on cross-border parcel delivery services and Regulation (EU) 2018/1263 establishing the forms for the submission of information by parcel delivery service providers. Further information: The impact of Regulation (EU) 2018/644 will largely depend on the ability of national regulatory authorities to collect information and to undertake the necessary follow-up activities. The work of national regulatory authorities is thus essential to achieve the aims of the Regulation. This Communication contains guidance on the use of the forms laid down in Regulation (EU) 2018/1263 and on the submission of information to the Commission in an electronic database that has been set up for this purpose. The Communication also sets out guidelines on the methodology to be used in the assessment of cross-border single-piece tariffs provided for by Regulation (EU) 2018/644, and on the objective pre-assessment filter mechanism to identify those tariffs. Such prior identification will reduce the administrative burden on the national regulatory authorities and on parcel delivery service providers. |
