This Communication assesses the measures implemented by Greece to comply with the Council Decision 2011/734/EU as amended by 2012/211/EU of 13 March 2012. Together with the Commission's Compliance Report, prepared in liaison with the ECB, the Communication contributes to the assessment of compliance with the Memorandum of Understanding (MoU) in the context of the financing to Greece by the euro-area Member States, through the European Financial Stability Facility (EFSF). This assessment is based on the Commission's 2012 Autumn Forecast and the detailed assessment made in the review of the economic adjustment programme, conducted by the Commission together with the IMF and ECB. In addition to this Communication, the Commission has adopted a Recommendation for a Council Decision amending Decision 2011/734/EU [see Related url]: Taking into account recent developments which reinforce the necessity for the government to deliver an ambitious package of reforms, the policy conditionality in the Memorandum of Understanding of the economic adjustment programme of Greece needs to be updated. The conditionality concerns not only the fiscal consolidation measures, but also those measures needed to enhance the growth-friendly nature and to minimise any negative social impact. |
