Summary:

Firearms have lawful and responsible civilian uses, and their manufacture, sale and purchase are a part of the EU’s internal market. Firearms in the wrong hands, however, can have devastating consequences for citizens and communities. There are still far too many victims of gun-related violence in the EU. The misuse of firearms, be it legally-owned civilian weapons or civilian or military weapons which have been illicitly manufactured or obtained, is a serious threat to the EU's security from both an internal and an external perspective. This communication proposes an integrated policy for addressing this threat, through legislation, operational action, training and EU funding.
