Summary:

This communication fulfils the commitment given by the Commission in the "Synthesis Of Annual Activity Reports 2002 of DGs and Services" to carry out a legal analysis of its responsibilities and those of the Member States for the shared management of the budget of the European Communities and to clarify the procedures through which, in cooperation with the Member States, it can discharge its general responsibility for the implementation of the budget.
