Background and further information: The need for measures regarding consumer rights and protection followed a series of cases that undermined trust in the Single Market, including the 'Dieselgate' case and the widespread use by banks of unfair contract terms in mortgage contracts. Moreover, the issue of the different composition of characteristics of the same products sold in different parts of the Single market also emerged as a source of concern in several Member States. + Commission issues guidelines on application of laws regarding dual quality of food products, Spetember 2017 The package of measures includes two legislative proposals, together with this Communication. They seek to address those challenges, ensuring a fair Single market for both consumers and businesses going forward. The 'New Deal for Consumers' builds on the existing consumer policy framework and takes it a step further by proposing modern rules fit for changing markets and business practices, stronger public and private enforcement tools and better redress opportunities. The European Commission released on 11 April 2018 a Communication to ensure that all European consumers fully benefit from their rights. This includes an Action Plan to develop and strengthen coordinatied enforcement actions among authorities and their international cooperation with authorities from key trading partners. |
