Summary: Communication published by the European Commission on 30 November 2016 which puts forward a strategy for the coordinated deployment of Cooperative Intelligent Transport Systems (C-ITS). Further information: A wave of technological innovation and disruptive business models led to a growing demand for new mobiliry services. At the same time, the sector is responding to the pressing need to make transport safer, more efficient and sustainable. In this context, digital technologies are a major driver and enabler of the process. The European Commission decided to act as a result of the understanding in regard to the potential of digital technologies and related business models in road transport. This Communication is closely linked to the Commission's political priorities. The European Strategy for Low-Emission Mobility adopted in July 2016, highlights the potential of cooperative, connected and automated vehicles to reduce energy consumption and emissions from transport. The Digitising European Industry Strategy identifies cooperative, connected and automated vehicles as a priority topic for boosting the competitiveness of European industry. The interaction between vehicles and with road infrastructure is the domain of Cooperative Intelligent Transport Systems (C-ITS), which allow road users and traffic managers to share and use information and to coordinate their actions. This cooperative element – enabled by digital connectivity – is expected to significantly improve road safety, traffic efficiency and comfort of driving, by helping the driver to take the right decisions and adapt to the traffic situation. The C-ITS strategy adopted by the Commission aims to avoid a fragmented internal market in this field and create synergies between different initiatives. It addresses a set of critical issues and recommends action at different levels to meet the target date. This Communication was therefore seen as an important milestone of an EU strategy on cooperation, connected and automated vehicles. |
