From the launch of its inquiry into the UK’s renegotiation in September 2015 the European Scrutiny Committee of the House of Commons has been concerned with the legal status of any agreement and the extent to which the negotiation outcomes can be guaranteed. Its Report of December 2015 highlighted the substantial difficulties and legal and political uncertainties in achieving a legally binding and irreversible agreement to amend the EU Treaties. The Committee has received further advice from legal experts which it published on the 24 February 2016, together with the note it had received from its own Legal Adviser on the actual outcome of the renegotiation on the 19 February 2016.
