Summary: On 20 May 2016 the European Commission published a document summarising ten key changes for tobacco products introduced by the reviewed Tobacco Products Directive, which became applicable in all Member States on that day as the transposition period came to an end. Background and further information: The changes include larger and mandatory pictorial health warnings, a ban on cigarettes and RYO with characterising flavours, a replacement of TNCO labelling, no more promotional or misleading packages, mandatory electronic reporting on ingredients, safety and quality requirements for e-cigarettes, packaging and labelling rules for e-cigarettes, monitoring and reporting of developments related to e-cigarettes, the possibility to ban cross-border distance sales and measures to combat illicit trade. The Directive is based on a proposal put forward by the European Commission in December 2012 and which entered into force in May 2014 following the adoption by the Council of the European Union in March. The Court of Justice of the European Union declared the validity of the Directive on 4 May 2016. |
