The European Commission is set to claim that France Telecom benefited from illegal subsidies in 2002 - even though a rumoured €9bn government credit line is now held never to have existed. In a move that could increase its powers over national government's words and deeds, Brussels argues that officials' assurances over France Telecom's future amounted to state aid. Paris has replied that Brussels is going too far by focusing on a case of "psychological state aid".
