Summary:

Recommendation (EU) 2024/1238 - adopted by the European Commission on 23 April 2024 - on developing and strengthening integrated child protection systems in the best interests of the child.

Further information:

The Recommendation seeks to support Member States in strengthening their child protection systems. It encourages authorities at all levels of governance and civil society across all sectors to work together to protect children from all forms of violence in a coherent and systemic way. It covers the following:

• Putting children at the centre of integrated child protection systems;
• Supporting Member States in adapting their systems using EU tools such as legislation, policy, or funding;
• Establishing a general framework of integrated child protection systems;
• Improving coordination and cooperation across sectors and competent authorities through the training of professionals;
• Establishing comprehensive and coordinated support actions in cases of violence against children;
• Responding to children's safety needs online and offline;
• Protecting children's integrity and mental health, preventing and fighting (cyber-)bullying;
• Making better use of existing EU tools to strengthen child protection systems.

This text was adopted by the European Commission on 23 April 2024, delivering on a commitment in the framework of the EU Strategy on the Rights of the Child published in 2021. The European Commission also published a Communication alongside it. The Recommendation was published in the Official Journal on 14 May 2024.
