has warned that failure to provide an extra billion ecu to help finance Trans-European Networks (TENs) projects will cause delays in building five high-speed railways. At their informal meeting in Dublin, five EU finance ministers continued to block a rise in the EU budget to fund the TENs, demanding that the money be found through spending cuts. Santer criticised them for failing to carry out pledges made by their prime ministers at the December 1994 Essen summit and pledged to go to the 14 October meeting of ministers armed with a break-down of the projects' needs.
