The European Commission, assisted by the Tempus Department of the European Training Foundation (ETF), in 2005, launched a study on the sustainability of international cooperation projects in the fields of higher education and vocational training. The study would focus mainly on the Tempus programme and on the EU–US and EU–Canada Cooperation Programmes.
