The Commission adopted five programmes which amount to €365 million to be implemented across five African countries. Funding is provided through central budget support in Tanzania (€114 million) and Niger (€90 million); and to target specific development areas in Madagascar (infrastructure: €90 million), Chad (water: €50 million), and Namibia (education: €21 million).

The European Commission launched in October 2003 a set of programmes aimed at tackling poverty in developing countries across Africa.
