Climate sensitive assistance – at what cost and to whom?

'Climate change in the context of development cooperation', a Communication released by the European Commission in March 2003, aims to make climate change considerations an integrated part of EU development co-operation policy. Article argues that some of the proposed measures risk selling out both developing countries and EU climate change commitments.
