A proposal by UK Prime Minister Tony Blair and the German Chancellor, Gerhard Schröder, to extend majority voting to some decisions at European Council meetings caused a split at the European Council in Seville on 21 June 2002. France and Belgium were amongst those arguing against the change which would have allowed some debates to be settled by majority vote.
