Clarke reveals anti-terror plan

Anti-terrorism legislation setting out a system of control orders for suspected terrorists was published 22 February 2005 by Home Secretary Charles Clarke. Plans to detain terror suspects under house arrest without trial are vital because of the continuing threat to UK interests, he said.
