A Moscow-backed candidate in Chechnya's presidential race, Alu Alkhanov, due to take place in August 2004, has said the republic is finding it hard to combat crime. The previous head of the republic, Akhmad Kadyrov, was assassinated by a rebel bomb in May 2004.
