Deinstitutionalisation of children in Bulgaria is at a critical stage, as the EU-funded projects are coming to an end this year and it is not clear how the investment will be sustained. There are also serious delays in regulating the integrated services and agreeing on a financial standard (state subsidy) for the foster care service. The development of quality standards and the allocation of funds through formula-based grants by the state should be sped up.
