The European Commission review of the 2001 Transport White Paper acknowledges the success of the railway sector in halting the decline of rail freight transport, proving that the 2001 transport strategy is the right approach.

The position paper focuses on the main policy objectives and instruments relevant to the rail sector, such as the optimisation of all transport modes in combination with ‘co-modality’, the serious lack of financial resources for building and maintaining transport infrastructure, the assessment of external costs or the issue of energy taxation, among others.
