The Law on Consultation Votes, which will be used to call the non-binding consultation vote on independence scheduled for the 9 November 2014 in the Spanish autonomous region of Catalonia, was approved on the 19 September 2014 by 79% of the Catalan Parliament. The Spanish Government, which opposes the consultation vote, had already announced it had two appeals ready to be filed to the Spanish Constitutional Court. If the Constitutional Court were to accept the appeals, it would immediately suspend the Catalan Law and the Decree for a 5-month temporary period, which could be extended until the Court reached a final decision. The Court could spend years debating in order to reach a final decision. The President of the Catalan Government, Artur Mas, formally called on the 27 September 2014 a consultation vote for the 9 November 2014 in order 'to know the [citizen] opinion' about 'Catalonia’s political future' to launch 'the legal, political and institutional initiative' with the aim of negotiating the necessary changes at Spanish level. The Spanish Government immediately replied that such a vote 'will not take place' and that it would take it to the Constitutional Court, as it had already announced. The 12 magistrates on Spain’s Constitutional Court voted unanimously on the 29 September 2014to accept an appeal filed by the central government against Catalonia’s planned referendum. That meant that both the law passed by the regional government on the 19 September 2014 paving the way for the vote on independence for the north-eastern region, and the decree signed by Mr Mas on the 27 September 2014 setting the official date, had been suspended pending the outcome of the appeal. |
