A high-level preparatory international donors' conference took place in Brussels on 15 April 2004 to assist the implementation of a Cyprus settlement. It was made clear that the Greek Cypriots would receive none of the €2bn pledged by the world's biggest donors if they vote against a United Nations peace plan designed to end the 30-year division of the eastern Mediterranean island. And in a further attempt to warn Greek Cypriots of the damaging consequences should they reject the plan, the European Union and US said they would do everything possible to help the Turkish Cypriots, who are expected to vote yes.
