ACEA, representing Europe's car manufacturers called 5 November 2006 for voluntary targets to cut carbon dioxide emissions to be eased, as a dispute with the European Commission over how best to achieve them escalated. Stavros Dimas, European environment commissioner, on 3 November 2006 said legislation was needed to force car-makers to reduce pollution since companies' progress towards a target of 140g of carbon per km was slowing.
