Summary: The Select Committee on the European Union of the United Kingdom's House of Lord published in March 2015 focusing on the European Commission's plans for a Capital Markets Union (CMU). Further information: The report found that Capital Markets Union is a vital means of unlocking investment and providing finance, in particular for SMEs, boosting economic growth in the European Union (EU). Yet the onus lies on companies themselves to respond to the opportunities that Capital Markets Union aims to provide. The report supports the European Commission’s proposals, saying that a Capital Markets Union is a timely and important initiative, but the Committee warns that it must be rolled out carefully. However the initiative is unlikely to benefit all SMEs. The EU should also learn from the US example of the effective use of capital markets as a source of finance. In the US, 80% of capital funding comes from capital markets and 20% from banks, whereas the reverse is true in the EU. |
