Budget chief calls for openness on EU funds

European Budget Commissioner Dalia Grybauskaite has proposed that member states should publish details about final recipients of the EU's farm support and regional development policies.

In a proposal for reform of the EU's financial regulation to update spending rules set out last week (18 May), the commissioner asked for the current obligation to publish the list of beneficiaries of EU policies to be extended to those policies jointly managed with the member states.

These include the largest single items of spending under the EU's EUR 864 billion budget for 2007-13.

Farm support spending accounts for EUR 371billion or 43% of the total while regional policy's share is EUR 382.9bn or 44.2%.

Revelations that large agri-food companies receive tens and sometimes hundreds of millions of euros in direct payments in some countries have raised pressure for reform of the Union's farm policy.

Currently 20 member states provide some level of information but Austria, Finland, Germany, Greece and Poland refuse to publish any data.

Requiring member states to publish the details of who receives how much money from EU funds is a key element in the drive for greater transparency led by Administrative Affairs Commissioner Siim Kallas.

However, this is the first time that the request has been made in a formal legislative proposal.
