Brussels weighs legal action on internal energy market

The EU's Third Energy Package comprises a series of Directives adopted in 2009 after much debate.

It establishes common rules for the generation, transmission and distribution of electricity and sets rules for market access and sectoral tenders.

It also offers guidelines for energy security, regularity, quality and price, including environmental protection, and energy efficiency.

Transposition measures by EU Member States were due by March 2011 but no Member State had notified the European Commission by the agreed date.
