Brussels plans to free up car market

Article says that the European Commission is preparing to drop the block exemption on car retailing that has protected manufacturers from normal competition rules for 20 years. Draft proposals due to be sent to the Commission's competition directorate during September 2001 will urge an overhaul that could force a radical restructuring of dealer groups, service provision and vehicle distribution across the industry, and raise the prospect of lower prices.
