UK Customs officers may be acting too zealously in enforcing duties on alcohol and tobacco products above amounts specified in European Union guidelines. On 24 October 2001, the European Commission opened proceedings against the UK asking for information on the behaviour of Customs officers. Under single market laws, citizens must be free to shop in any Member State without having to pay taxes when they return home. The Commission had received several complaints from individuals stopped by Customs officials.
