Brown steps into euro pact debate

The United Kingdom's Chancellor, Gordon Brown, has stepped into the debate over Europe's budgets as UK Treasury officials said Britain wanted more stringent rules to prevent governments' borrowing spiralling out of control. Mr Brown would like to incorporate three principal features of his own self-imposed fiscal framework into the European Union system.
