The UK Chancellor, Gordon Brown, claimed victory in his struggle with the European Commission over whether Britain should be given an early warning for its projected budget deficit, after European Union Finance Ministers toned down the Commission's draft warning. The 15 Finance Ministers also rejected Commission proposals to warn Germany and Portugal about their budget deficits.
