Brown calls for EU competition policy shake-up

Report of a paper advocating competition policy reform from UK Chancellor of the Exchequer, Gordon Brown, presented to an informal meeting of EU Finance Ministers, Vienna, 7-8 April 2006. The paper argued that independent experts (as opposed to the European Commission) should be tasked with carrying out antitrust inquiries into markets that have failed to liberalise.
