Britain fights the battles of the past

Commentary. The author writes that the United Kingdom political elite has an attitude towards the European Union that tends to see all that happens in Brussels as a matter of winning or losing. It would be better in the long run if Member States felt able to agree common policies and that all the EU institutions need to emerge strengthened from the Convention on the Future of Europe.
