Miroslav Lajcak, international high representative for Bosnia-Herzegovina, urged politicians in the ethnically divided Balkan country, February 2008, to hold back on 'reckless statements' and instead concentrate on European Union integration as the best safeguard against Kosovo after-shocks. But with their agreed 15 February 2009 deadline for new police legislation looming, leaders from Bosnia’s three main ethno-religious communities have again fallen out over whether to allow a separate police force for Republika Srpska, the Serb-dominated republic covering nearly half the country.
