The UK Prime Minister, Tony Blair, looks set to win his campaign to remove the word 'federal' from Giscard d'Estaing's preamble to the new European constitution. Mr d'Estaing, President of the Convention on the Future of Europe, has indicated to Mr Blair he would remove the word.
