An informal meeting of the leaders of the United Kingdom, France and Germany in Berlin on 20 September 2003 failed to produce agreement over the future of Iraq, but made good progress over plans to give the European Union military planning capability, independent of NATO. The three leaders were able to discuss their views on Iraq prior to talks at the United Nations Security Council in New York on 23-24 September 2003.
