A ROW flared after the three main political groups in the European Parliament blocked a debate on the humanitarian crisis in Iraq.

The European People's Party group joined the Socialists and Liberals in rejecting a request to discuss the issue at this week's plenary in Strasbourg.

The decision was branded "unforgivable" by Carlos Bautista Ojeda of the Greens-European Free Alliance group. "What do the groups who opposed this motion have to say to Iraqi civilians for whom time is running out? A debate in plenary would have been an ideal opportunity to hear from the Council and Commission about our experience in providing aid and to plan for future provision," the Spanish deputy said.

EPP leader Hans-Gert Pöttering countered: "Funding has been made available for the humanitarian aspects of the war. I do not believe that now is the time for a further debate."

Liberal group leader Graham Watson said: "We are in favour of a debate on the humanitarian issues but not until the war is over. We have other important things to discuss, such as the budget and enlargement."
