Abstract: The last year or so has seen a sea-change in the attitude of many to the EU's Common Foreign and Security Policy (CFSP). A number of bold initiatives during this period has the potential to move CFSP beyond paper commitments towards the creation of an autonomous capacity for engagement in a number of crisis management scenarios. This book brings together a number of contributions presented at a two day colloquium organised by the European Institute of Public Administration, Maastricht, in Autumn 1999. The Colloquium brought together recognised experts from academic backgrounds, as well as practitioners, who are actively involved in various aspects of the CFSP or related activities. It is an endeavour to describe and analyse the developments within the European Union's CFSP, in particular exploring critical aspects of the CFSP and the emerging Common European Security and Defence Policy (CESDP). It explores the question of whether there is the necessary will at both the institutional level (the EU, NATO and WEU) but also the Member State level, to make a reality of European defence and crisis management.
