Silvio Berlusconi, Italy’s prime minister-elect, said on the 23 April 2008 that a group of Italian businesses would make an offer for lossmaking Alitalia within weeks but warned trade union leaders to expect 'painful' job cuts.

European Union officials expressed doubts about the legality of the Italian government's plan for a €300m bailout of ailing Alitalia. Competitors are also unhappy about the plan.
