On the 14 August 2002, the European Commission adopted its cooperation strategy with Belize for 2002-2007. This document is based on the principles of the EU-ACP Cotonou Agreement signed in June 2000.

An amount of €8.8 million would be mobilised from the 9th European Development Fund (EDF) for the programme. The overriding objective was to reduce poverty in Belize, affecting today one third of the population. Of the total amount available, €7.8 million was set aside for supporting rural development and agricultural diversification as well as overall capacity building of the public administration.
The remaining €1 million was destined to cover unforeseen needs such as emergency assistance, contributions to internationally agreed debt relief initiatives or support to mitigate adverse effects of instability in export earnings.
