Since the adoption of the Treaty of Lisbon, a number of measures have been adopted which have the potential to affect individuals experiencing domestic violence. Domestic violence is a specific form of violence against women which occurs within the family and is perpetrated by an intimate partner and can include physical, sexual and verbal abuse, economic coercion and social isolation. In this article, the developments and future challenges of pursuing the goal identified in the Declaration will be examined in more detail. It will be suggested that the EU must articulate a clear policy on domestic violence and its links to gender equality to legitimate its activities in this field. Section 2 will consider the adoption of measures by the EU in the fields of public health, and cooperation in the fields of civil and criminal law in the Area of Freedom, Security and Justice, to discuss their relevance to domestic violence and gender equality.
