Italy's Foreign Minister, Franco Frattini, is to become the new European Commissioner for Justice and Home Security, replacing Rocco Buttiglione who was rejected by the European Parliament for his views on homosexuality and women. Laszlo Kovacs, Hungary's nominee, has been moved from the energy portfolio to taxation. Latvia's new nominee, Andris Piegalgs, will replace Mr Kovacs at energy. Mr Barroso has decided not to move European Commissioner-designate for Competition, Neelie Kroes.
