Editorial argues that the Italian Prime Minister, Silvio Berlusconi, has chosen to say 'no' to the European Union on the wrong issues and that if Italy wishes to shape the EU in its interests, it must first define its strategic objectives and build the necessary alliances. Obstinacy is not enough.
