An independent survey, 'An assessment of the impact of asylum policies in Europe 1990-2000', commissioned and published in June 2003 by the UK Home Office, has found that the UK had more asylum applications in 2000 than other European countries because its 'fragmented' approach led to 'less effective' regulation.
