Date: 19/10/1995 We name Steffen Smidt, Director-General of DGVIII, responsible for development, as the taxpayers' friend. Smidt was more than a little suspicious when 22 members of his staff signed on for a nice exotic jaunt to Mauritius to take part in the signature of the Lomé IV Convention. He was curious to know why there was so much interest. A stiff memo went round asking all the applicants to state why they thought their trip was necessary. After weeding out pathetic and unoriginal responses like “I find it necessary to go and thank our Lomé partners for their excellent cooperation”, Smidt found he only had seven legitimate travellers left, slashing the bill by more than two-thirds.
