This working paper is part of a wider project that rests on a partnership between the European Training Foundation (ETF) and a network of experts from eight countries: Croatia, Egypt, Kyrgyzstan, the Republic of Moldova, Montenegro, Serbia, Turkey and Ukraine.

The paper, prepared for the ETF by Lorenz Lassnigg, Institute of Advance Studies, Vienna, looks at the experience of anticipation and matching of the demand for and supply of skills in these countries, drawing upon a broad range of previous work in this area.
