On the 9 November 2015 the Catalan parliament backed by 72 to 63 votes a declaration initiating the first step towards independence from Spain. Those in favour from the cross-party list ‘Junts Pel Sí’ and radical left CUP, voted for a nine-point road map for complete autonomy. The Parliament vote explicitly specified that the independence process would not 'depend on the decisions of Spanish institutions, most particularly the Constitutional Court'. All the other party groupings in the Catalan Parliament, anti-Catalan nationalism Ciutadans, Catalan Socialist Party PSC, Catalan People’s Party PPC and alternative left coalition ‘Catalunya Sí que es Pot’ voted against the declaration. Spain's Prime Minister Prime Minister Mariano Rajoy filed an appeal against the vote in the Constitutional Court on the 11 November 2015. The Constitutional Court suspended the resolution passed by Catalonia's parliament, at the request of the Spansh government in Madrid. The Catalan Government responded by vowing to push ahead with the secession process despite the court's ruling. Separately, there were continuing difficulties for Artur Mas, the president of Catalonia’s pro-independence government, after he failed on the 12 November 2015 in his second attempt of the week to secure another term in office. |
