The year 2004 was significant for the rights of European citizens. These rights were extended to an additional 75 million people whose countries joined the European Union on 1 May 2004. Also, the adoption of the Treaty establishing a Constitution for Europe, including the Charter of Fundamental Rights highlight this. The Treaty was nevertheless not ratified due to the rejection of the Treaty by the Dutch and French population in 2005.
