Summary: The documents related to the adoption, implementation and accounting of the 2021 EU annual budget. Further information: This is the first budgetary procedure under the Multiannual Financial Framework (MFF) 2021-2027. The Council of the European Union issued on 18 February 2020 its priorities for the European Union's annual budget for 2021. The Council considered that the next budget should ensure prudent budgeting and leave sufficient margins under the ceilings to deal with unforeseen circumstances. On 27 May, the three main EU institutions agreed on a revised calendar for 2021 budgetary procedure, in light of the circumstances caused by the COVID-19 (coronavirus) pandemic. The European Parliament's relevant committee adopted a Resolution concerning this annual budget on the following day. The European Commission adopted its Statement of Estimates on 24 June 2021 and the first draft of the annual budget on 27 July. Member State representatives adopted a negotiating position on behalf of the Council of the European Union on 9 September. The plenary of the European Parliament adopted its own position on 12 November. An informal agreement between the co-legislators on a compromise text was reached on 4 December. The Council of the European Union formally endorsed it on 14 December, followed by the Parliament on 18 December. The talks concerning this annual budget were also affected by the parallel discussions regarding the Multiannual Financial Framework (MFF) 2021-2027. The initial proposal adopted by the Commission reflected its own MFF proposals and the informal agreement between the Council and Parliament was also done in principle. The Commission was forced to adopted a second draft annual budget on 10 December due to a lack of agreement on the MFF.
