The Spanish Ministry of Agriculture, Fisheries and Food (MAPA) and the Agriculture and Fisheries Council of the 'Junta' of Andalucia reached agreement, on 5 November 2002, regarding financial assistance for the region following the collapse of the EU-Morocco fisheries talks.
